PORTLAND, Oregon – The West Coast city of Portland has long been known for its wacky, weird counterculture. TV comedies have made fun of it.  But a growing number of Portlanders aren't laughing anymore, as a once great city has become dangerous and unlivable.    An army of community journalists in Portland have been capturing a city in decline: public drug abuse, addicts sprawled on the sidewalks or wandering the streets, tent encampments on many street corners, and fires seen burning along the roadways.
